As you may know, through the Freedom of Information Act, the Deputy Sheriff’s Association of Michigan has been requesting documents from Michigan Sheriffs and the Sheriffs’ Coordinating and Training Council (SCTC) regarding the certification and annual re-certification of Local Corrections Officers and the expenditure of training funds, both of which are governed under Public Acts 124 and 125 of 2003.
Available to DSAM members are several documents which can be downloaded by clicking the "Read More" link below that will give you a picture of how your sheriff is complying with the certification and annual re-certification as mandated by P.A.’s 124 and 125 of 2003.

#3: A sampling of letters submitted by sheriffs stating that their department will comply with or exceed all certification and annual re-certification training requirements set forth by Public Acts 124 and 125 of 2003 and Council requirements in order to be certified to keep $10.00 locally of the $12.00 book-in fee. Once certified by the Council, a sheriff shall only use the local monies for Local Corrections Officer training. Once certified by the Council, a sheriff shall not be able to draw grant monies from the Council.

Epilogue: There are eighty-three counties within the State of Michigan. Eighty-one counties operate a jail. As you can see, very few counties are operating in compliance with Public Acts 124 and 125 of 2003. All county sheriffs have chosen to certify their department to do their own training, promising in writing that they will comply with the statutory and Council requirements. If your sheriff is not in compliance the questions begging to be answered are; Where is the money and how are you spending it? Why are you not in compliance?
